High School 13 Construction Completion as of May, 2023

The completion percentage shown in the progress bar was taken from the latest school construction report that is provided to the Board of Education each month from Capital Planning and Construction.

As an interesting exercise, I started tracking the completion percentage for High School 13 from these reports.  As can be seen in the chart below, the actual amount of work that has been completed so far is 3% (solid blue line) which is behind the theoretical expected amount of 13% (dotted black line).

In the same chart I have included the Hammond High School renovation (orange line) which has a similar timeline but is currently 8% complete.  While Hammond is a different kind of project, it does provide some insight showing that it too is lagging behind where one would expect it to be at this stage in the project except it isn't as far behind as High School 13.  Keep in mind that High School 13 is a much bigger project involving building a road, adding water retention ponds, and overall more development acreage and building square footage than Hammond.  Having said that, one would expect the completion rate to eventually pick up, otherwise, the school will not be completed in time for a August 2023 opening.
One reason for the lag could be due to the benchmarks the county uses when they update the project's percent completed amount.  For example, if one of the first benchmarks is completing the water retention ponds, and that benchmark represents a sizable percentage step AND it takes several months to complete then it will appear the project is behind schedule until the ponds have been completed.

For a recent comparison of a completed school, but still an apple-orange one (it's an elementary school instead of a high school), I took a look at the recently completed Hanover Hills to see how it started off...
As you can see, it too started off slow (solid blue line) and was only 8% complete 4 months into it when it should have been 16% (dotted black line).  Construction didn't really start to pick up until about 7 months into the project then it got back on schedule by July 2017 so one could argue that High School 13 could be following a similar trend.  We won't know for sure for a few more months.  Incidentally, Hanover Hills was occupied when construction was 98% complete.  When projecting High School 13 and Hammond High School completion, I used that same percentage.
